If so, how do I go about doing that? I imagine it's when my iPhone is hooked to my computer and I have to sync something… But don't see how to do it.

No, you can't.
Apple Mobile devices use the iOS 5 Operating System, and Apps for the Mobile OS are only available through the iTunes Store, using the free iTunes App.
Apple computers use the OS X Operating System, and Apps for OS X are only available through the Apple Mac Store, accessible under the Apple Icon > App Store…
TIP: There are many Apps. Like Angry Birds for example, that have been re-compiled to run on Apple computers AND Mobile Devices. But these have a unique program for each platform.

Method 1 (a): Transfer iPhone applications to iTunes with “Transfer Purchases” option
Step 1:
First, you need to “Sign In” with Apple ID that you’ve used when downloading the applications from your iPhone. For this, go to “Store” menu entry in iTunes, and choose “Sign in” option.

Step 3:
